Is hiring an SEO Agency in Bristol actually worth it for a small local business?

Been lurking on this forum for a while but finally made an account because I need some real opinions on this and Google just keeps serving me more agency websites every time I search. 
So here’s my situation. I run a small business in Bristol, nothing fancy, just trying to get more local customers finding me online. At the moment my website exists but it basically does nothing. I’m not showing up for anything useful on Google and I know that’s costing me jobs every single month. 
A friend who runs a similar business in another city told me SEO was the thing that changed everything for him but he spent a long time figuring out who to trust first. 
I’ve been looking around at local options and stumbled onto seobristolcompany.co.uk a couple of days ago. From what I can see they position themselves as a proper SEO agency Bristol based, covering everything from technical SEO and on page optimization to link building and Google My Business management. They even have specific pages for different industries, which made me stop and read properly because most agency sites feel like they were written by a robot for everyone and no one at the same time. 
They’re physically based in Bedminster too which I noticed. Not sure why but that made me take them slightly more seriously than some of the others I’ve looked at who don’t even have an address anywhere on their site. 
But here’s what I keep going back and forth on. Is a local SEO Agency Bristol actually going to understand my market better than a remote agency? Like does being based here mean they genuinely know how Bristol people search and what the local competition looks like? Or is that just a nice story agencies tell to justify being local? 
Also , I’m curious— for anyone who hired an SEO agency as a small business owner, how did you know you were ready? Like, is there a sort of “minimum” your site  kind of needs to be at before SEO is even worth doing , or can they work with basically anything, even if it’s messy or kinda small? 
I’m honestly looking for real , straightforward experiences from actual people. I’m not trying to hear some sales pitch, or a big rehearsed story. I just want to figure out whether this is the right move for me before I put money into it that I can’t really afford to lose right now.
